What the fuck is it #969

I would like to know why somebody driving a car has to pass a test but somebody driving a country does not have to pass any such test or measure of competence. The alternative to such a test would surely be we would end up with a society ruled entirely by people who had a little bit of money, a little bit of status, a large measure of ambition and a certain glib persuasiveness. If we had people like that running our entire society where would we be?
